Hi,
Is there a way the find out which database user is currently consuming
how much memory ?
I need to know both on the database level & OS level.

You can find memory usage of your query from v$sqlarea and at the os level you could use top ,prstat ,glance .etc

what is your operating system.
1. if linux use "top,iostat,sar,vmstat" utility.
2. if windows use "performance monitor task"
addition of above you can also use OEM.(oracle enterprise manager)
