Let's say, user says performance of the database is low, in this case how will the DBA tune the database?

database tuning is not single line answer.
it is very vast.
need to search , research, please use google ,oracle forms or post here more details for more and clear answer.

Hi,
There are lot of reasons to slow down performance of database. You can start with following steps.
Check tnsping to server how it reacts.
check usage of CPU and memory using top or topas command
Check memory and paging usage using sar and vmstat command
check database wait events for session level
Generate statspack reports for more investigation
Check alert.log any error logs in the trace files.
Check listener.log for newer entries.
