Hire one DBA which do your job.
or if you want to do it.
then read,read,read,practice,practice,practice ORACLE related sites,article & questions.

Without getting knowledge of RDBMS concept you never design of database for anything. First take some depth of RDBMS concept and after that go thro' oracle concept.
