I need ur help concerning how to create the enviroment for me to start the enterprise manager and the isqlplus from the command prompt bcs the listerner is down.Reason why is bcs the database is running on windows and not linux,I would appreciate if anyone could be of assistance.

You just need to trun startup type in services windows for oracle,enterprise or listner server from manual to auto. so whenever windows server is restart all oracle services will start automatically.
