Can a dropped partition be recovered ?
What is the best way to backup partitions ? tablespace ?

you can do following things in order to restore the partition.
1. Create a temp with partition table and import data from last export.
2. use exchange partition method to place partition in the table where partitions was dropped.
You can also export a partition with Oracle 'export' command.
