Both are different. Standby database always up in mount mode. Each and every archive file of production is applied on same standby database.

Cloning of database is the different. It is always use for reporting purpose. It is with database open status.

Standby database is used for backup purpose. If Primary database goes down then you can redirect application to standby and minimize database downtime.

Database cloning is maninly used in developement environment where it is used for development, production testing, beta testing.
