The high water mark is the boundary between used and unused space in a
segment.

High water Mark in one kind of locater it grows whenever inserting is going on and block becomes occupy. It increases with 5 blocks.

all Oracle segments have an upper boundary containing the data within the segment. This upper boundary is called the "high water mark" or HWM". That means table can not contain data beyond the HWM
