In simple words, Consistent backup is the closed database backup and inconsistent backup is open database backup.
In technical words,
Consistent backups can be restored without recovery. To make a consistent backup, the database:
-- Must be mounted, but not open
-- Must not have suffered an instance failure or closed with SHUTDOWN ABORT the last time it was open
If these conditions are not met, then the backup is inconsistent. An inconsistent backup requires media recovery when it is restored, but is otherwise just as valid as
a consistent backup.
