you can rename the tablespaces in 10g where as in 9i you can't rename the tablespace.

1) Automatic Workload repository
2) Automatic Dignostic monitor
3) Automatic storage management
4) You can drop database with using command
5) Temporary tablespace group.
6) Big file
7) Expdmp utility

There are lots of new features added in Oracle 10g which are not available in Oracle 9i. You should need to check oracle 10g new feature hand book for same.
