my question is why public synonym don't work with procedure?
but for example hr user want to access scott schema table but hr user can't access the table by procedure so which privilege id
require for any user or according 2 u where we have to give privilege?

Public synonyms works well within the procedures.
Demonstrate what problem you are facing exactly, what you are trying to do and while doing that what error you are facing..
