I want to know is there any procedure to import oracle 9i DB to oracle 8i. I mean backword compatblity.

This is possible , you need to use 8i client for import

Export / Import will work same as in 9i. But I recommend you to take log of export and import. And try to implement on a test server first.
Adding to it, instead of import you can degrade you database by using migration utility.

As Girish said, its possible.
The thing you have to do is,
use a 8i client, configure the TNS entry of the 9i Database and start taking the EXPORT using the 8i export utility.
