Hello,
I am Jatinder Kumar here. Kindly let me know how i can change the status
of Expired user to normal user so, that i can user this user name to login to the oracle 9i Database.

Dear,
You have to alter user <username> identified by <password>.....
This occured due to the password policy, due to which after default/Profile created by you his password expired after 60/specified days in profile created by you.
Just alter user <username> identified by <new password>;
Then check Dba_users <status> now it will show updated status....
