Have you check these argument in the metalink to see the issues? Also there should be a trace file related to this error in udump dir. What does it say?
Typically, you should open a SR with Oracle for this kind of errors as soon as possible?

Hi vigyan,
My metalink userid and password has expired. i cannt login.I am not able to solve this problem. what is SR?

SR is service request or you can call it TAR.
Well, you need a valid CSI to join metalink. If this is production server then you should have it. Check with your management.
