Dear Aiman,
This solution to this problem could range from software to hardware. I guess you are gettin this error "Couldnot connect to Oracle Database. Time out." If it is time out, 80% chances are there for hardware. I mean some loose connection in network cable that is conneting to Oracle Database. If the Database and PHP exists in the same machine, we have to start debugging in the same manner. Keep it under testing for 24hrs. Check the listener uptime every one hour. With this you can trace whether is listener is restarting or stable. If this wont work, we will work further. Post me the exact error.

bhai , what you need is just check out your TNSNAMES.ora file and see there is any changes has been made in it...cause some times it happens that listener is not able to listen and thus connection has not been done,, other hard problem is there....try out and tell.

regards, Parth
