Hi,
A user is there who logsin and logsout at different time so each time there is a different session ID so how can i register that particular user session with the V$SESSION_LONG_OPS view to monitor the long-running application transactions and report back their progress to an application user(Ofcourse i am not able to contact that user but i want to solve this problem).

You can use(Join) the v$session and v$session_longops to achieve your requirement.
