It is created during database creation.
text file (init.ora) in pfile folder contents all require parameters for instance startup.
if you lost your both file ( init<sid>.ora or spfile<sid>.ora) then you can use INIT.ORA parameter file startup your database.

this file contains the initial dtabase environment parameters which initilizes the environment and session for the database.
