Hello,
In a database with a locally managed SYSTEM tablespace, dictionary tablespaces cannot be created. It is possible to plug in a dictionary managed tablespace using the transportable feature, but it cannot be made writable.
it is not supported, uet$ and fet$ are not to be used in a database with only LMTs and to have a dictionary managed tablespace, uet$ and fet$ are mandatory.

As System Tablespace is locally managed and data dictionary tables are present in System, which holds information about other non system tablespaces also So when we do some query, information are gathered from data dictionary views, which it itself is locally managed, this is the reason behind it.
And Locally Managed Tablespace Provides efficient storage management functionality that improves reliability and reduces fragmentation, so from 9i the system tablespace is locally managed.
