check your database status is open or not ?
check your dbsnmp or sysman account is lock or unlock ?
check your firewall setting is disable or enable ?

1) check if account is unlocked - SYSMan and DBSNMP

2) check if oms is up and running

3) try connecting using port 5500

check if 5500 is in use
