how cud i know how many locks are on my database time to time

hi, there r so many proces running on my database (proc,reports) but only
one proc is running slowly , can someone tell how & why,
how to increse it again.

Take the statistics of the procedure of which you r facing the problem and analyzes the trace file to identify where it takes much more time.
