1. Check whether dbconsole start or not?
2. If not then go to $ORACLE_HOME/bin
and execute emctl start dbconsole
3. Use url to start it http://server:5500/em
4. Login with username/passoword

Go first to your oracle home directory, install directory, portlist file and check the port the OEM that it's use
and then isse the command, emctl start dbconsole
if suceeded then go the broweser with your address host:port
if the problem is still there then
may be you need to add your computer to the /etc/hosts
or there is something you miss that depend in the error you recieved.
