Can applications directly handle DDL operations on a database.
Like deleting all the rows of particular tables or truncating
the tables.
Also, can we view the past truncate or delete commands that
have been executed on the database.

In Oracle 10g and above ,Yes You can view your data and the operation that happended on them using the flashback technology.
flashback query for data, flashback transaction query for operation.
