After completing the 1Z0-031 exam do we get a certificate from ORACLE or is it just examination score report we get at prometric centre?

No, you have to clear all four paper then after you will get oracle certificate

I received an OCA certificate upon passing the 1Z0-031 exam. The certificate came a week after I took the exam.
