Can any one please explain the exact meaning of-
Oracle server checks the consistency of the database at the time of command Startup...

When checkpoint occurs and SCN is recorded in both controlfile and datafile's header.If it is not same in both that means database is inconsitent

I agree with Murtuza. And SMON is responsible for database consistency.
