Dear Vigyan,
I have reduced values of db_files ,db_block_size in init.ora. But Problem still exists. Pl note that the PC has OS windows 2003 and vb dot net installed.

You should not change value of db_block_size and db_files since it would require new control file.
Check your alert.log file and see what error it has? This file is in %ORACLE_HOME%/bdump dir.
If your database is empty then you can also create a newer database from database configuration assistant.
